Spotting a Tagger

I was certain this infographic had come from the Onion. Surely, no one could be serious about this? Alas, the City of Santa Ana is taking this seriously and "notebook profiling" anyone with a backpack and a black sketchbook or Moleskine. Be warned, designers and art students!
